That's a Microman gashapon capsule figure. He's from the magnet Microman era, but this version is from some Anime deal. There's 4 others in the series too, but this one's the coolest. Notice his armor and head are removable as well.
The neck pegs a little bigger than the modern micros, but you can still switch heads. Oh ya, and the plug hole in the backs of the capsule guys are the same size as the ones on all Micro figs.
I got one big combined lot of them cheap on ebay some years back. It was like 5 purple guys and 2 of the crappy blue guys I think.
